Could be an ARO? Not Sungri: the windshield is not split. I know ARO was exported in China, maybe in North Korea too.

In the picture from DailyNK, I'm not sure if the windscreen has any glass either. If the glass was taken out, the frame piece in the middle might heve been removed at the same time.

There are Kaengsaeng 68 with a split front window and there are without, I suppose the latter were made later.
