IIRC Puerto Rico offers tax breaks for film production. And filming car chases means long street closures, which might not be allowed by the Rio authorities.

I was guessing since the entire scene involving the Blazer was filmed at a distance - most of the interiors and scenes where the actors are on the street were filmed in Puerto Rico.
