Doesn't the badge say "LADA"?

Not 'Made for CDN', but European version.

It's Canadian version with enlarged 'federal' bumpers and different front end. Look here.

Bigger front bumpers are not a symbol of Canadian Lada.
There were 2 versions - European/Scandinavian and Canadian: all them with big front bumpers.
But, there were some difference between them:
1) Sidelights in front bumper.
European version has standart sidelights from VAZ 2106:

On Canadian version were sidelamps with orange parking lights, not only repeaters.

2) Back reflectors lights.
European version also had black badge "LADA" on reflector's place.

But, Canadian version had parking light on reflector's place (Canadian standards).

3) Back lights.
European version had standart back lights from VAZ 2106, with orange turn signal zone:
Example:

But, Canadian version had all-red back lights (and turn signal zone too):

4) Other difference.
Canadian 1600-Ladas also had Tokico bumper hydro-buffers, which were required for Canadian market.
In interior you can see a scoreboard "Fasten Seat Belts" - Real Exclusive! All devices and buttons were on English.
Innertion seat belts Klippan were also installed.
Also, for higher safety level, were installed special bars in doors, which can protect from side-crash (If I'm not wrong, this equipment was installed next only on mid-90's Injection Ladas 1700i (21044/21074) for European market).

...So, there should be European version.
Please, delete 'Made for CDN'.

[21061-41] is a code for canadian-type bumpers on european version.
