Not with such headlights. And it looks more like a 924 or another than a 928. But I don not think it is supposed to be a Porsche.

The first car that came to me when I watched the movie for the first time was Mazda MX3, so I'll stick with it.

I always thought he was a Pontiac Grand Prix, considering they used to use them as NASCAR pace cars.

Its name is Charlie Checker:

Its "real" make and model: a 2004 Capitol Motors Econ 6 YL 3.0 Liter

I'm really sorry for all the Porsche/Mazda/Dodge/Toyota and other makes enthusiasts. It seems to be just a pure fictional car :)

Why "Unknown"??? Why not "Made for movie" and the "official" name as a complement? Is the worldofcarsdrivein.wikia I gave as source not a reliable one?

As the "Capitol Motors Econ" car doesn't (and I think won't never :) ) exist elsewhere than in the movie, and as obviously everybody sees his/her preferred car in that animation one, the only other option seems to be to keep that car infinitely "unknown" while its identification has been already done...

We tend to avoid listing as "made for movie" the cars that weren't actually made. So cartoon cars rather go to movie comments in such case, except when they have a really big role (main characters).
