I always wonder what the rules are with cars like this, or when a character walks in front of traffic and cars stop and beep, sometimes a character walks across a busy street in New York or somewhere and loads of cars have to brake, these aren't background cars that just happen to be in the film by chance (like when people post unnecessary background cars), they are somewhat involved in the action, but don't have that much relevance to the story.

Background car does not mean that it is not planned, but I think that I see what you mean (with the "unnecessary background cars" :D).
For cars that brake/horn when a character passes, I give 1 or 2 stars depending on how the car is seen and what it does. If it hits the character or another car I give it 2 stars. Same if it does a small stunt (half turn, etc.)
Else it is difficult to chose as I said.
