Oh, if you find 603-1 with original body you shall be lucky one!
It was very common the changing 603-1 bodies to 603-2 after few years of corrosion atacks or accident.
It became part of normal offer on Tatra factory in Pribor.

.... or to make it eligible for free road tax, a scheme which applied to cars over 25 years old on a rolling basis. So if the car was imported in mid 1990s or earlier a 1959 date would qualify, but not 1971. The free road tax scheme now applies to any car built before Jan 1973 with no annual updating of the threshold year.

I would do the opposite, as it could be a 1971 with fake registration, no? As the comments above mine suggest.
And even if it is a 1959 with 1971 body I'd list it as 1971 [...] on 1959 chassis
