Not necessarily, since the database only shows when the vehicle was put into traffic there are some vehicles sold late that might belong to the actual calender year. Or if they are really late even to the previous.
There will always be some exceptions, but if there are no other details on the car to tell if it belongs to a specific modelyear itīs more probably right to use the following year if itīs registered in the fall.
