According to http://www.cinemavehicles.com/store_inventory.asp under Famous Movie Cars - Link to "www.cinemavehicles.com" - it's not a real Rolls, but was "BUILT OFF A 2003 CHEVY PICKUP AND COMPLETELY FABRICATED HERE AT OUR SHOP FOR THE 2010 MOVIE."

He said "according to..." so it is not him who would be wrong.
It is most likely that they would use a replica, seeing the action happening with it.
Though that it is quite possible that both the real one and the replica were used, depending on the scenes.

Also, I think that the NYPD wouldn't keep a car in their impound for 10 years. They would've auctioned it off but probably didn't want to anger the owner, since you'd have to be pretty damn rich to own a '35 Rolls, pardon my language.
