You're right, of course it won't be the police with yellow flashlights on top. More probably it is of a seguridad empresa in the capital city.

You beat me to it. In addition to the amber/yellow lights, you can see part of "Seguridad" printed on the door (in the thumbnail). In the main picture, there appears to be a phone number that looks like "800 20 30 11."

You are right. Here some "comunas" have their own security services for light duties and patrolling. They don't have the authority of real Police.

The white pickup shown before is from Investigaciones, the investigations police, a completely different branch from Carabineros (green and white).

As I've learned, that there is a technical test for cars in Chile, a bit similar to the German TÜV, I was wondering a bit, that none of the both police-troops made a closer look to this mint condition limousine, although the cops have seen it several times per day...

Yes, this is a 2002+ Daewoo Lanos [T150], quite obvious by the tail lights. I was able to find some Daewoo-badged Lanos cars in Chile, with this rear end, but none of them older than 2003. Which probably means that the last units built in Korea maybe had these tail lights. For example such car in Seoul: Link to "global.encar.com"

The security service must be the public one because it has the coat of arms of Santiago de Chile on the car's door. Plus the lettering looks similar: http://www.seguridadciudadana.gov.cl/

Filming date is the end of 2004.
