I don't think so , at this point Russia had very very poor industry and had to import most of their stuff

except Mineapolis so far I didn't any other producer who used such a bucket at front and rear

maybe you can do some digging too ?

Minneapolis usually has six spokes in the pulley and this one has three? And Minneapolis was usually all black body?

Some Nichols and Shepard steam traction engines had a bucket on the front, but this looks more like a Minneapolis. But I don't know of Russia actually importing any steam engines from America.

Call it a Minneapolis if that's what it looks like the most and nobody insists on calling it anything else.
