That's a general issue plate - in Victoria, marked police cars have special plates usually starting with "M" and in red rather than blue letters. Not a genuine police car license plate. That's a general issue plate - in Victoria, marked police cars have special plates usually starting with "M" and in red rather than blue letters.

EDIT: recently (as of 2016), I have been seeing marked police cars with general issue (blue on white) plates. So it seems my original comment is no longer accurate.
