Chrysler Newport, I guess. Or is it the Plymouth-counterpart?

Could be either one of those two models. I can't tell which one it is from this shot.

What are the differences between the two? Which is the more common one (eg. Dodge Diplomat seems to be more common as a police car than the Plymouth Gran Fury)?

I don't have much information on the R-bodies and it's hard to say as unlike the M-body Diplomats/Gran Furys, these only had a three year run.

The Chrysler Newport was available as a fleet car for the 1979 model year.
The Plymouth Gran Fury was available from 1980-1981.

The only cosmetic differences are with the tailights, as well as the name script on the front grille (which is obviously too far away to distinguish).

Then we're going to have to label it by default. Which should it be?
