The emblem on the grille looks more like that of a Dacia, so I'd say: 1970+ Dacia 1300.

I am not sure where the main setting for the show is (They never say). The premise of the show is set around an international spy agency, so they go to different countries all the time, but never say which country they actually live in.This car was driven by one of the main characters, and is assumed to have been driven wherever the spy agency's headquarters is.

The only episode that was for sure set in France was Episode 1.09 (They showed a french flag at the beginning of the episode, and talked about it being France.)

The badge is definitely Dacia and not Renault. The surroundings, however, don't resemble either Romania or France since on the window is written "Laundry" which is in English.

I think, it's a bit obsolete to discuss such details too seriously. It's just an animation-movie.

The IMDB lists the production company as Floyd County Productions, which doesn't have any other credits and was probably set up just to make Archer. They might outsource the animation to another company, but anyway the people in charge are Americans. As for the cars, I wonder if some of them are rendered from off the shelf 3D models, like in /vehicle_291938-Skoda-706-RTO-LUX.html

I just had the idea of outsourcing, as it's not uncommon at animation-movie-productions.

It's unknown, that North Korea has one of the biggest animation-studio in the world. They made for example a big part of "Pocahontas".

Actually, they do say. They state the headquarters are in New York City.

Yes, the headquarters are in New York City. This is the headquarters building, with the Four-Five-Six Laundry (later it becomes Popeye's Suds and Duds) on the ground floor.

Apparently they wanted to use a Renault but decided it didn't fit, then found out about Dacia, and decided it was even better for Cyril's charater because it made it look like he tried to buy a nice import and failed.

Seen again in 4.05. Odd, the rendering of Cyril's Dacia seems to have gotten worse somehow. The grille has lost all detail.

Perhaps they lost the original computer graphics model (or couldn't use it because of changes to their software) and had to design a new one.

Actually the question of whether this is a Renault 12 or a Dacia 1300 is relevant as pointed out by this Jalopnik article and interview with the creators of the show:

“[Adam] originally wanted [Cyril] in an old Renault,” Thompson says. “But as we looked through the models, the one we’d wanted wasn’t right. We didn't know [the Dacia 1300] existed. When we saw it, we were like, 'That even looks shittier.’ It's supposed to be small, shitty, beaten. It's conservative but has a distinctive look. It's like Cyril tried to buy a nice import but failed."
