I thought they were changed to black in the same time when 21013 was introduced, but all 21011 from 1976, which Google finds, have already black ones. The ones from 1975 are hard to find, but they have or chromed or black ones too. I guess they changed this soon after the introduction or this color depends on trim/market or on nothing.
