It seems a Vauxhall Victor F phase II (1959-1960), but ther is something in the front end that looks different... The roof looks very Vauxhall...! |

Rather its an Austin A55 Cambridge Mk.II (or Morris Oxford). It looks to have a conventional windscreen not the reverse 'Panoramic' A pillar on the Victor [F]. |

I think it's a Morris Oxford Series V [ADO9M], 1959+. It isn't very clear but the hubcap looks like a Morris one. |
