it will be a U23. (Wheels with 6 Bolt's and the wide of the Cab) but the grill is very interesting. not serial U23. I seen the same on a P45... |

Right. Flat fenders mean 1940+ for a Type 23, according to L'Automobile sous l'uniforme (1939-1940). |

This truck is a 1940 Citroen 23RU, imported from the Courland Pocket to Latvia in late 1945 as a trophy vehicle, then sold to Estonia. Used by the Are dairy farm until 1954, then taken apart. By the 1980s only the frame, cabin and front fenders of the truck had survived. It was rebuilt 1980-84, at the moment (when?) without original engine.
