Molding on bumper and chrome detail on hood (over the headlights) in 63, 64 and 65. Opinions to narrow down the year

Even though I can't see the front i'm pretty sure it has side by side headlights, so I think a 63 or 64 model. 65 Series 75's still had that body style, but they had the stacked headlights right?

Should be specifically identifiable by the wheelcovers but I don't have my resource books with me.
They do not look like '64's to me. (We used to own one)

Did some internet checking.
Those are '65 wheel covers.

1965 Series 75 still had the old quad headlights: http://www.car-nection.com/yann/Dbas_txt/Phocad65.htm

Yeah, this is one of those oddballs, the 1965 series 75 is effectively a leftover 1964 design for whatever reason. With new hubcaps.

It does have the '65 hub caps but it seems to be missing the factory dual ring white walls that all '65s had.

Well after 7 years, the original tires would likely have been replaced.

That is true, I didn't think about the year the pic was taken.

It is a 1964, see link. The only year that looked like a hoot owl from the front facial. http://www.motorbase.com/picture/by-id/1286848562

The one in your link, Carrnutt, is a '64. Note the wheel covers.
The subject photo is a '65, however, based on its slightly different wheel covers.

While the commercial vehicle line in '65 adopted the new-for-'65 styling, the limo line did not and retained the '64 look in full except for the adoption of the '65 style wheel covers.
