Looks American. Packard perhaps? Or even a Russian derivate of it?

I don't think so. From big cars Russian has only GAZ M-1 - http://www.autosoviet.altervista.org/gazM1-2.jpg and ZiS 101 - http://www.autosoviet.altervista.org/ZIS1018.JPG

Or a 1934 Cadillac? http://www.vfrclc.org/images/34_Woodbury_355D-20_5p.JPG
American cars in Russia generally have to undergo considerable modification in 60-odd years ...

Looks mid-30's Buick to me but I don't have my reference sources with me.
Could be Cadillac. Definitely not Packard.
Should be easy to check.

Going by the wheels it is a 1933 Buick and from the profile of the back of the body it is a series 90.

It is not a 1933 but a 1934 Buick Series 90 ( model 90 or 90 L) : 1933 Buicks had six hood ventilation doors whereas the 1934's had the 4 horizontal hood louvres as seen on the thumbnail here.Wheels are also 1934 , 1933 Buick artillary wheels appear more spiked . Also , the standing lights are not on top of the fenders as in 1933 .The rear weavertail styling was introduced in 1933 and continued to 1935.
