Upon closer inspection, I believe 1929 can be eliminated: no "knobs" over the headlamps and no fender-mounted parking lamps. But add 1931 as also a possible year, although the wheel centers look more like 1930.
I would go with 1930 as year listing pending comment from a period Packard expert.

The DeLuxe series 745 with a wheelbase of 145 1/2 " would appear longer. Seventh series Big Eight Phaetons still had a low windshield that would be raised one inch on the eight series.
