Edit: I have my doubts now, I thought the antenna of a Neon was placed closer to the front on the fender... Mirrors match though... Headlamps are also different. Maybe bh's suggestions are better.

that means it could also be the Breeze

I'm pretty sure this is NOT a Neon. It is, in a manner of speaking, most likely a 1995-1998 Chrysler Cirrus, since they were the main seller in Canada.
