The 1500 rather should has the rubber on the overrides. However I'm not sure whether it was applied since beginng - since 1961. Possible that they started to use two types of overrides since ca 1963, when both 1300 and 1500 were a bit modified and the rear part of the roof was remodeled.

They had been exactly similar all the time of production:
From 1961 until 1966 for the 1300
From 1961 until 1964 for the 1500
The 1500 C, introduced in 1965, was really different from the 1300,with streched wheel-base, new grill, new rear lights and overriders on the bumpers. This versions ends in 1967.

You are most probably right. This car, when was listed, misled me -> /vehicle_223921-Fiat-1500-1961.html
But now when I look at it again I have impression that the bumper can be simply not original.
My vintage literature...

... mentions this difference in bumpers, but seems the text indeed reffers more to the later cars - to the 1965 1500 C and 1300.
Anyway, still it would be nice to see the differnece beetween the 1961 Fiats and these made since the spring of 1963. I really tried to find where exactly these roofs are different, but seems it was a really "micro" modification. :/

The modifications You are mentioning, arrived later.
At the beginning, only the rear script and the chromed doors pillars let you recognize a 1500 from a 1300.
I think this car with its particular side strip in black is a NSU-Fiay, assembled in Heillbrönn, Western Germany.
