That's what it looks like to me, firebird86. It also looks like it was extended by some local coach builder. Then again, a lot of cars of the mid-60's had those vertical quad headlights. If it's not a Pontiac, it's got to be some non-American car that took the design cues of one.

Too many bars in the grill for a 65 Tempest. Looks more like a 1964 Pontiac Bonneville. That would also account for the length

I also think it's a 1965 Tempest and not a Bonnevile. I don't think it has a lengthened wheelbase. This link shows an advertisement pic w/ a similar grille : http://www.rareads.com/scans/4287.jpg

It is certainly a base model 1965 Tempest four-door sedan. The three slashes on the fender indicate this. With the exception of a shiny accessory (or reflection?) under the windshield wiper and the light added to the bumper, it looks stock. Its rear quarters were long from the factory, because that was one way Pontiac persuaded customers not to buy the 9.5-inch shorter Chevelle. Also, the typical small wheels tucked way into the fenders made the bodies look ponderous back then.

Yes, I agree with code505 that it is a base model 1965 Tempest four door sedan. The black with white roof paint scheme indicates it is a "hire car" / "livery car" or basically a private taxi that one would call rather than hail one the streets of Tokyo.
