It is a German numberplate from before the war. 'IA' stands for Berlin.

It has a prewar German Berlin immatriculation but I do not find look-alike German Cars.Citroens had round cowls .I now wonder if this is not an eight cylinder Hupmobile of 1929 .These had an angular cowl and lower windshield frame and a ridge form in the roof.The two piece rounded bumper blades also seem to correspond.Pitty it is so blurred.
The diversity of cars in prewar Berlin was quite large as seen in pictures and there were many American cars around too.

Just checking a few old pics. This car could be a Hupmobile but would be a 1930 not a 1929 as the '29 front bumper had bars shaped like 'lips' whereas the '30 has parallel bars.

I also checked the 1930 Hupmobile. There are matches, but if so this car is lacking the parking lights perched on top of the fenders (unless they were optional).
