Exiv96 told that story (I do not know if it is true, linked, or just a coincidence) : When the Isuzu Piazza was presented (as Asso di Fiori) it had "normal" mirrors. But to be sold (1981) it had to get mirrors on fenders. Giugiaro (who designed the car) was not happy with that so he tried to get this law to be modified.
