You're right. The Post Office hasn't used these in a long time. And it's not just in Rhode Island. Although, from time to time, you'll find local postal workers who buy used ones and drive them around to deliver the mail anyhow.

I wonder why it is in service then? is this movie supposed to be set in the past of something?

I see the rear sidemarker at the roof at the rear corner. The sidemaker at the fender would be blocked by the sliding door.
