Taxis had them too. Besides, this could be a civilian model with replacement wheels. I've seen it so many times before. |

Well, this is meant to be an unmarked police car (notice the LEDs and the fake CA EXEMPT plate). To make it look more like a police car (again, assuming that this is a civilian model) it would be smart to put in those wheels. Don't forget, it's just a movie.
