Is the silver car to the right of the P6 a Spartan?!

It looks similar, and Spartans were apparently exported to 23 countries. Whether any made it to the US is a sticky question - most used Herald or Cortina oily bits which doesn't suggest an obvious compatibility, but later ones were adapted to take British-made Pinto family engines, so it might not be a big step to adapt to a US Pinto engine?? Crash testing might be an interesting hurdle to jump or get round ...

The Rover looks like a Mk1 2000 TC Federal.

Or it's not US, but genuine France. In which case a Spartan is an unusual find, but believable. And the Rover is normal, possibly not even a TC.

The Lancia's number plate juts out oddly and seems to be covering something else.

Probably a building on Universal Studios' lot or somewhere close by in North Hollywood.
