not exactly. Judging from the extreme lack of fake police cars in the film, (except CPD 7411, the 1987 Caprice and the Plymouth Gran Fury) and the lack of spotlights on this one, I've gotta say, something here is telling me ex CPD...

It could be ANY other department. I know you're looking out for those small details, but we don't know for sure. Besides, I heard something about CPD cars of that era having ford hubcaps, or something like that.

That's true. In 1990, all Caprices were ordered without hubcaps to save money, and they came into service fitted with the flat dog dish hubcaps used on 1979-1989 Ford Crown Vics (They have several photos of these Caprices on copcar.com) But in 1989, there were only unmarked units, and no marked cars due to last minute budget crunches. But yeah, I see what you mean. Nice job!

You never know, the caprice could be an ex - California highway patrol car, or some other California police department car. That's how most unmarked or cars like the bluesmobile were made. But I still think thatit is accurate about the unmarked CPD caprice. :)
