Yes; we've been over this before - this oft-seen stock footage of a '56 Studebaker police car is most likely that of a Commander. Police use of inline-sixes went out of fashion sometime in the early 50s.

I'm not a fan of listing a car model based on what it "most likely is" or "usually is". If a model cannot be positively identified in the photo, it should be left as "unknown", in my opinion.

Regardless of that, the subject car was not built as a police car by Studebaker. Those factory specialty models had the 3/4 length side trim, not the full length style.
The subject car is a regular Champion or Commander made up as a police car for the movie.
