Anyway I read the reason the wheel wells were opened up on the Caprice starting in 93 was because fleet mechanics had a hard time when it came to changing the rear tires. They had to lift the whole car up and wait for the wheel to drop. So opening up the wheel well made it easier not to mention gave it an aggressive look.
