Used in the film as a Volkspolizei car in East Berlin. (Presumably they filmed this scene in a shabby part of West Berlin.)

EDIT: Why "EMW 340 Volkspolizei"? It's extremely unlikely to be a real Volkspolizei car.

No, it wasn't. As a new car the EMW 340 was only available for GDR-authorities, the police, the Stasi(secret-service), bosses of big state-owned factories (VEB) and so on.
It was impossible for private GDR-citizens to get this car as new. The only exceptions was, as I've heard, if a doctor needs a car for making visits.
