APJ. 7/33 County Council of Surrey.

APL. 11/33 County Council of Surrey.

APU. 8/33 County Council of Essex.

So, this is probably a 1933 car.

The headlamp mountings and the deep bonnet louvres suggest that this is a Light Six ASY, 1530cc, or ASX, 1781cc. The single wiper says it is an ASY. These cars were introduced in May 1933.
