Huh... I thought I read somewhere that someone high up in the Soviet government didn't want people to own Volga wagons. Plus, every M-22 on the site is listed as an ambulance. So I guess they did make some civilian ones, but they're rare as heck. |

The GAZ-22 was mainly an official car, used by the police and other civil services. The official ban on the sale for private use was in 1964-67 (introduced by Khrushchev, canceled by Brezhnev), but the only private owner of the GAZ-22, who received it new, was Yuri Nikulin. The rest of the Soviet citizens were able to buy it in private hands in the 1970s, after it was withdrawn from production and decommissioned from service. At the same time, Moskvitch-station wagons (423, 426, 427 etc.) never had such a restriction, but also often worked in various services. Because of the small production volumes (both Moskvitch and Volga), they rarely fell into private hands - the first truly mass-produced Soviet station wagon was the VAZ-2102. |
