Looks like fixed. The distance between fender and wheel doesn't fit, so it's obviously mounted at the chassis. |

It's indian Vespa licensed BAJAJ. On these models, the front mudguard turns with the fork, but oviously here it's not staight, probably a small accident before. The first element to suffer in a front schock is the mudguard... |
