The most plausible: it's wartime vehicle with later added elements (Pobeda headlights?). |

Hmm, post-war Kapitän and Pobeda's headlights are pretty much identical, but it could be indeed a war-time relic with later elements (like that early Volga 21 bumper for instance) |
