These are not easy to tell apart, but I don't agree with the Silver Dawn theory, it looks too long in the wheelbase. F and W is fine.

"Freestone and Webb made the transition from designs (like the coupe above) to a shape that was almost a direct copy of the Hooper Empress". But I should have spotted the flat bumpers peculiar to F & W.
