In the USA what they would do is get heavy-duty trucks and add customized utility bodies with the kinds of vertical lifts that you see on this one, combined with towing booms in the back for buses. Chicago Transit Authority apparently has a bunch of these, but there are other systems with trucks like that as well. Here's a book with a few of them: Link to "www.amazon.com"
