Almost looks non-British to me - French Citroen or re-built WWII van of some sort.

Also no batteries underneath; low down to improve CofG? Could be a prop-shaft there but cannot see a fuel tank location? (edit: later found to have a gravity-feed fuel tank mounted inside the cab!)
