To be fair, 1992-96 grilles of this type do look similar to the ones 1978-82 models had. On that note, I still find a bit mind boggling that GM vans were still using that aging chassis which was introduced in the early 70s all the way up until the mid 90s when they were finally replaced by the much more aerodynamic and modern looking Express/Savanna.

GM can be stubborn. Even today's Chevrolet Express Cargo Vans still use sealed-beam headlamps instead of composite headlights.

i think they didn't felt the rush to develop a new vehicle, Econoline & Ram Van didn't evolve very much either , i think when Ford redesigned the Econoline in 1992 and Dodge did same with the Ram in 1994, GM went like : ah crap, we need to do something !

another good example is the Astro/Safari duo , they went pretty much without competition in their class ( except maybe Aerostar for the 1st gen ) so changes were minimal . Tooling was already paid , they still made money with the vehicle, so they probably thought : why changing it ?

Indeed, Reg. The higher trim level do have composite headlights on the current generation full size van. I think it has to do with simple repair for the fleet vehicles that needed to be on the road quickly and besides, they have whole lot of them in stock.
