Looking at the trim detail, windows and curvature of the roof, this looks like a Busaf-built bus. They have been building buses in ZA on a variety of different rolling chassis, including Mercedes-Benz, Ford and several others (lately almost exclusively ERF).

Citsa, could you take a look sometime at the buses in Hotel Rwanda? It was filmed mostly in South Africa and all the buses are right hand drive, so I suspect they're local models (and not Tatas :) ).

Gag, I've made some comments there (some still inconclusive), but I concur that they are unlikely to be Tatas.
Regarding this bus, the interior looks almost exactly like the Busaf bus our school used to have, which was built on a Ford chassis, and even more like the old Busaf before it, which (if we were lucky) ran on Austin mechanicals.
