My Bumper Book of Number Plates says this is a pre-independence (April 1961) plate from Northern Province (N), so a local car and not brought along in the Britannia. Seems more basic build than the proper Royal Review Landies, but a genuine VIP/parade version not a cardboard-and-sellotape bodge. So did Land Rover supply a batch of poverty Review versions for distribution round the Empire/Commonwealth??

Perhaps it was a parade car for the Sierra Leone army.
