Looks like an early GPO Telephones Truck. Similar in style to the 1936 Albion B118 Harrington but probably slightly later. Not necessarily made by Albion but Harrington could be the body manufacturer.

From what Sunbar said, I looked up my 'Trucks in Britain, Vol 6, Post Office Store and Telephone Vechicle' book, there is a 1931 Morris 1 ton utility with split driver side windscreen, exact externally mounted ladders, the plate of the truck in the book is GT 9821, mounted at the top of the windscreen. The book also spoke of similar bodies being mounted on 30 cwt Albion Utility. 30 cwt = 3350lb, for those of the modern generations.
So this is a Morris 1 ton utility GPO Telephone Truck.

here are some pictures, compare the ones made around 1931, in particular, the Morris Commercial Dropside Lorry
http://www.vintagecommercialvehicle.freeserve.co.uk/morris-commercial/morris-commercial.html
this would either be a Morris 1 ton or Morris Commercial one ton of about 1932,
I think Morris is more appropriate because Morris Commercials had a larger emblem, and my book referred to it as a Morris

1931-1936 Morris-Commercial T2-Type 1-Ton.

Morris rather than Morris Commercial would be a car based van so 10-15cwt maximum, this is 1-ton or more likely 25cwt.

Do we need all of T2-Type, T-2, and T-Type model names as we've got at the moment, or can they be combined??

Standardised on 'T2'

Currently reviewing the other early Morris-Commercials...

T-types were 'T-type' 1924-1931 (or 'T1' although not called that at the time) and 'T2' 1931-1936

All the current IMCDb early Morris-Commercial '1-ton' trucks, vans and ambulance listings are I believe the 'T-type' (or 'T1')
The only current IMCDb 'T-type' looks to be incorrectly identified.
