Black bumper and plate light housing mean poverty Mini City starting point, and because it's Germany, Lamm is a obvious contender. They started chopping Minis in late 80s as their own project before getting Rover recognition in 91 for the official series of Rover Lamms (75 cars, RHD, Cherry Red and upmarket spec with body kit). So like this Cooper-based one - /vehicle_638805-Rover-Mini-Cooper-ADO20-1990.html - my guess is it's one of their bootleg conversions, but maybe a couple of years older based on a very late City like /vehicle_515492-Mini-City-ADO20-1989.html .
