 From what I can make out of the dash, it does look like the Megane 3/Fluence, so agreed with Fluence.

 My first idea one Citroën C5 Series 2, but after check it is not it.
It looks like well a Fluence, but it is even a question of one "2011+ Renault Fluence Z.E. [L38]", it is the only model which has a white body and black rear-view mirrors.

If it's a real Fluence used by the police, it may have a special fleet color and trim.

I am fully sure that it is an "2011+ Renault Fluence Z.E. [L38]".
