Yes a nonsense plate, possibly blacked out from something genuine. VET = late 59-60, WET = mid 60 if these were original number. Looks like spiders eye headlamps = SC1, but end 59+ dates should be SC2.

Couldn't the VET plate have been taken off another car? Easier than searching for a Roller with such a plate to suit the character. Bearing this in mind, 1960 SCII seems like a total guess, I'd just go with 'Silver Cloud' by default.

Though would someone have been likely to replace new design headlights with old design ones?

Not when the car was new, but in later years, and using old stock spares, quite likely. I do agree that it is more likely that the older design is replaced by the newer, but on 60 year old cars you use what you can get, or afford, believe me!

If you forget the plate, we have a straightforward SC1. Even if someone had fitted old lights to SC2, it would have been 2 and a bit years old maximum and even fragile early 60s lights would have usually lasted that long.

The point I am trying to make does not concern this car, merely that as the lamp units are so easy to change they are not trustworthy as a guide to the age of any SC or Bentley S Series.

But do you reckon, if it's in a 1960s film (or even 1970s) a SC with old lights is most likely to be an SC1 than an SC2? Though I agree that new lights is no guarantee that it's an SC2.
