1964-66 (Large 'shell', still T-handle), fully made in AUS.

Not much left but lack of chrome could mean a 1964-66 Standard Sedan, the lack of engine lid emblem could mean a 1964 Deluxe Sedan or 1964-66 Standard Sedan. Year range is the only sure fact.

If it is an Aussie CKD (Completely Knocked Down) car the age characteristics are a little different from the German ones. Which kind of fits with the <1964 small windows but >1965 numberplate light.

According to http://members.netro.com.au/~vwcc/mathews.htm

1964 cars had a wider number plate light, wider front blinkers

1965, when German cars got bigger windows, better wipers...Aussie cars kept the older body

1966 Beetles .... had a diagonal "1300" badge on the engine lid.

So you can probalby narrow it to 1964 or 1965 as there is no evidence of the badge.

The engine lid means not much, this is changeable in a few minutes. The side windows are small, but not as small than in semaphore-times - can it be narrowed down by the amount of the vents of the air-intake under the back window? Somewhere I've read, that there were details changed over the decades. And not to forget: these vents are crucial as the shape of the dashboard, because these parts are not changeable as nearly any other Beetle-parts.

True, the engine lid can be changed pretty quickly, but the dirt and paint match and if cars are only going to be identified by the details that can't be unbolted there will be an awftwul lot of unknowns around :). The dashboard and windows are correct for 1958 onwards, the lack of semaphores is correct for 1960 onwards, so it is very unlikely to be a reworked split or oval. In the sixties Australian built cars retained old details longer than their European versions so can look older than they are, but all of the visible details seem to correspond to an Australian built '64 or '65, unless any more pictures turn up that is probably as close as you can get.

Having caused some doubt, I checked again:

1964 De-Luxe or Sedan (Names verified)
1965 De-Luxe or Sedan (Same names as 1964, I guess)
1966 1200 Sedan (1300 Deluxe if anyone can see if there has been a '1300' badge) (Names verified)

1967 got the push-button lid.

In the 1964 ad, the Sedan still has the 'Pope's nose' but if this is an error it is not unusual to use older images.

To add it up, I would say this is a 1964-65 VW De-Luxe. Fully made (by 75% local parts 1964, rising to 95%) in Australia (That is, not a CKD)
