If you're rich enough to import an American land yacht, you can afford to buy a short registration to fit US-size plates.

Was a short registration number expensive in those days as well?

Indeed, although it was probably a matter of person-to-person negotiation or locating a scrapper. AFAIK there weren't the businesses selling registrations in those days.

Early 61 plate. I think you could approach the local issuing office for that combination and ask for a specific number as long as it had not been issued, or maybe reserve a forthcoming combination in advance. Things were not centralised with DVLA until late in 1970s, so there were local arrangements.

I strongly think a Canadian Pontiac: A Parisienne Vista, as they were built as LHD.

I am sure it is a Canadian Parisienne: No wide track.

Amazing, it did used the right hand drive 1959 Chevrolet full size instrument panel which been used on both 1959/60 Chevrolet and Pontiac.
