I was going to ask if any African country used a similar registration system, but stupidly chose not to.

AFAIK (largely based on plates used on East African Safari cars) - ex-Commonwealth countries in Africa used UK-looking plates with each country having its own system, but sharing their sequencing technique. First letters were country identifiers - T = Tanzania (or earlier names), U = Uganda, K = Kenya etc. 2nd and 3rd letters were sequential issues used nationally (AA, AB, AC to AZ, then BA, BB etc) without any local or regional identities. Plates should therefore be dateable if anyone can find out when these sequences rolled out.
