It was a car owned by Universal Studios, probably purchased as a background vehicle for a fake European set. Peter Falk saw the thing sitting on the studio lot and insisted that Columbo drive that car...it was quirky and dilapidated, like the man himself. :D

I've seen it as well in one episode of "Adam-12"? (Pulled over on a Traffic Stop....no,Columbo wasn't at the wheel....driver was a young lady,IIRC?)
