The episode is quite Nichols-centric, so it's a way to use him as the narrator. Plus the case had a kind of a classic British murder mystery feel, so perhaps the producers wanted to get us in the mood by having him randomly appear in London to tell the story? Beats me

Beats me I'm not sure why they chose to shoot these scenes in London. They didn't add much to the story. It seems they were meant to fill time. There was some discussion about it on the IMDb message boards. You can tell the scenes were shot much later, since Goldblum has longer hair in the London scenes. It seems they were shot while Goldblum was performing in "The Prisoner of Second Avenue" in the West End. He also appeared on "Top Gear" the week after Tom Cruise and Cameron Diaz.
